Training course for Managers – Occupational safety

Description

Under the State-Regions Conference Agreement of 21 December 2011 (Official Journal No 8 of 11/01/2012), managers must receive specific training providing knowledge and skills suited to the executive and organisational functions they perform in occupational health and safety.

Legislative Decree 81/08 was the first to clearly define the role and responsibilities of the manager, recognising the strategic importance of this position in running the company’s prevention system. The manager is a key figure in implementing safety policies and ensuring that protection measures for workers are effective.

The course is structured in four modules, complies with the guidelines and minimum requirements of current legislation, and provides practical tools for:

  • carrying out assigned duties with awareness and competence;
  • fulfilling regulatory obligations effectively;
    contributing to the organisation of safety in line with company policies;
  • promoting a responsible and proactive approach to prevention.

Schedule

Module 1: Legal – Regulatory

  • Legislative framework on worker safety.
  • Inspection and surveillance bodies and inspection procedures.
  • Parties within the company prevention system under Legislative Decree 81/08: duties, obligations, responsibilities and insurance coverage.
  • Delegation of functions.
  • Civil and criminal liability and insurance coverage.
  • “Administrative liability of legal persons, companies and associations, including those without legal personality” pursuant to Legislative Decree 231/2001, as subsequently amended and supplemented.
  • Enterprise qualification systems and the points-based licence in construction.


Module 2: Management and organisation of safety

  • Organisation, management and control models for occupational health and safety (Article 30 of Legislative Decree 81/08).
  • Management of technical and administrative documentation.
  • Obligations related to contracts for works, services or temporary agency work.
  • Overview of fire prevention, first aid and emergency management arrangements.
  • How to organise and exercise the supervisory function over work activities and in relation to the obligations under Article 18(3-bis) of Legislative Decree 81/08.
  • Role of the head of and officers within the Prevention and Protection Service.


Module 3: Identification and assessment of risks

  • Criteria and tools for identifying and assessing risks.
  • Work-related stress risk.
  • Risks associated with gender differences, age, foreign origin and type of employment contract.
  • Interference risk and risk management when carrying out contracted works.
  • Technical, organisational and procedural prevention and protection measures based on risk factors.
  • Consideration of near misses and findings from worker and supervisor participation activities.
  • Personal Protective Equipment (PPE).
  • Health surveillance.


Module 4: Communication, training and consultation of workers.

  • Relational skills and role awareness.
  • The strategic importance of information, training and instruction as tools for understanding the company’s operational reality.
  • Communication techniques.
  • Teamwork and conflict management.
  • Consultation and participation of Workers’ Safety Representatives.
  • Nature, functions and appointment or election procedures for Workers’ Safety Representatives.
