When the risk assessment obligation was first introduced, companies sought to comply by balancing the need to understand the “philosophy” behind this new requirement with the need to identify the precise contents of the associated document. In the years since, there has been a gradual decline in the priority given to this topic, with the DVR losing much of its value — too often reduced to “a formal obligation already discharged”, a priority downgraded to an afterthought.
