Appointment of key safety roles (RSPP, ASPP, RDL, CSP and CSE)

CEPER provides an external Prevention and Protection Service through highly qualified personnel who meet all legislative requirements (professional and training qualifications). CEPER directly assumes the role of Head of the Prevention and Protection Service (RSPP) and, through its own organisation, makes available a team of officers capable of managing the duties assigned by law to this role, even in highly complex company environments and/or those spread across the entire Italian territory.

Working in close contact with the Employer, and based on the decisions of the Employer and any safety management, the Prevention and Protection Service carries out the following activities (as set out in Article 33 of Legislative Decree 81/2008):

  • Assumption of the legal responsibilities associated with the role of RSPP and Prevention and Protection Service Officer (ASPP)
  • Preparation and updating of the Risk Assessment Document (DVR)
  • Development of prevention and protection measures
  • Periodic on-site inspections at the workplace
  • Annual periodic meeting with the Employer, the Occupational Physician and the Workers’ Safety Representative (RLS).

For larger companies, the external Prevention and Protection Service can be integrated with other CEPER services, supporting the company along a growth path towards full safety and environmental management.

Assumption of the roles under Title IV of Legislative Decree 81/2008 on temporary or mobile construction sites and related responsibilities: Works Manager and Safety Coordinator for the Design Phase and/or Execution Phase

When a temporary or mobile construction site is being organised, CEPER provides qualified and experienced professionals — with experience in both large-scale infrastructure projects (motorways, hospitals, shopping centres, Expo, etc.) and smaller sites — to directly assume the roles and responsibilities required by law: Works Manager (RdL), Safety Coordinator for the Design Phase (CSP), Safety Coordinator for the Execution Phase (CSE), and Head and Officers of the on-site Prevention and Protection Service.

These services are available to all companies operating on construction sites: as Client/Principal, Lead Contractor or Executing Contractor (contractor or subcontractor).

The Works Manager assumes the responsibilities agreed with the Client/Principal through a specific formal act. The CSP and CSE prepare and update the analysis and assessment documents required by Title IV, Articles 88 et seq. of Legislative Decree 81/2008: the Safety and Coordination Plan (PSC) together with the related Project Dossier and the Operational Safety Plan (POS), as well as all the “high-level oversight” activities over the execution of works assigned to them by law.
